The Phantom Stranger got two Vs. cards, one drawn by Jon Meyers, the other by Tomm Coker, both of them superb illustrations.
I've never played Vs. (not being much of a gamer), but if I did, I think I'd want to be the Phantom Stranger, since he can do virtually anything required of him!

Strange that The Stranger is listed as a JSA ally/member on that first card. I figure it was JLA. Off the top of my head, I can't remember The Stranger teaming with the Society (doesn't mean it didn't happen though...).
Maybe the JSA side just needed more ally characters? I mean, the guy's pretty much everyone's ally.
But yeah, Dr. Occult would have been more appropriate for the JSA.
It's kind of surprising that the Stranger *hasn't* been portrayed as a JSA ally, since JSA seems to appropriate all of the pre-Earth-1 characters.
Not that it really matters, but I just noticed that the Shadowpact card shows the Stranger standing around with some members of the Justice League (Green Arrow, Superman, Batman, Green Lantern). I wonder if that was the artist's choice, or if they actually commissioned a Stranger-with-JLA picture and then just put another team's name on it.
There's a Phantom Stranger card you seem to have missed posted on my Jim Aparo blog. Feel free to copy the scan for use here if you want.

Wow, I've never seen that card before! I did miss that one, thanks!
I'll be adding it to the blog when it wraps up, in the middle of October.
Now you mentioned Tomm Coker, I would like to emphasize i his extraordinary career as a draftsman, he has huge facilities to create stupendous illustrations.
