The Spectre had a third solo series that started in 1993, so of course it didn't take long for The Phantom Stranger to show up:

Ooh, I remember this series fondly. It's where we finally see the revenge of the JSA against The Spirit King for the murder of Mr. Terrific, and it is where the new (current) Mr. Terrific made his debut. John Ostrander did a great job on this book.
