Apparently, John Byrne couldn't get enough of The Phantom Stranger--after drawing him every month in Legends, and teaming him up with Superman in Action Comics, he brought him in again, in this issue of Superman.
Unfortunately, this guest appearance by PS follows the Legends model, where PS is still just hanging around, jawboning with Darkseid:
...the rest of the story follows Clark Kent/Superman's trip through Apokolips, and the Stranger is nowhere to be seen.
I guess he had other villains to debate...

Seems like the Stranger was filling the Metron role in this, doing what he usually does, playing point-counterpoint with Darkseid. Nice of Byrne to use the Stranger instead.
