I haven't read this series, but this seems oddly uncharacteristic of the Stranger. Usually he's giving dire warnings, not actively blocking people's path. And wouldn't GA know who he is? He was there the first time the Stranger met the JLA. I know, crisis, retcon, etc. etc.

There's a little more context to it - apparently Heaven has rules about not letting in bodies that lack souls, as Green Arrow's does at this point.

It makes more sense in the story - suffice to say that the Stranger didn't seem so out of character to me.
