Swamp Thing #166 - May 1996
"Golden Days Before the End" by Mark Millar, Phil Hester, and Kim DeMulder.
The Phantom Stranger calls a meeting, involving John Constantin and Timothy Raven:
...the Stranger warns of an incoming disaster (doesn't he always?) involving not only Swamp Thing, but his daughter Tefe.
To be continued!

As far as the Phantom Stranger in Millar's Swamp Thing, I wasn't a huge fan. When it came down to it, he was a lot more ineffectual than I normally expect him to be.
Having said that, I do love Mark Millar's run on Swamp Thing and believe it to stand shoulder-to-shoulder with the books written by Alan Moore and Rick Veitch. The next time I would enjoy Swamp Thing would be under Joshua Dysart, and DC decided to not let him wrap his story up appropriately.
